Valerie J. Armento obtained both a Juris Doctor degree and a Master of Regional Planning degree from Cornell University. She became a member of the California State Bar and Federal Northern District of California Bar in 1977 and spent 25 years as an in-house city attorney for several San Francisco Bay Area cities, before joining the law firm of Atkinson-Farasyn LLP as a partner in 2007.

Valerie is semi-retired and only represents public entities through her law office at Atkinson-Farasyn.


Currently, Valerie serves as general counsel for the Santa Clara County Habitat Agency, a joint powers entity formed in April 2013 to implement the Santa Clara Valley Habitat Plan for the long-term protection of ecosystems and biodiversity within the southern portion of Santa Clara County. She also serves as general counsel for the San Mateo County Pre-Hospital Emergency Medical Services Group, another joint powers authority.

Valerie retired in September 2006 from the position of City Attorney/Redevelopment Agency General Counsel for the City of Sunnyvale, a position she held beginning January 1991.  Prior to that time, she served as the City Attorney/Redevelopment Agency General Counsel for the City of South San Francisco, as an Assistant City Attorney for the City of Hayward, and as a Deputy City Attorney for the City of Fremont. 

Since retiring from full time practice, Valerie has served in an interim city attorney capacity on an as-needed basis for cities as diverse as Napa, Santa Clara and East Palo Alto.  She also has provided special counsel services to a variety of local government entities, such as the cities of Benicia, Cupertino, Daly City, San Leandro San Mateo and Santa Rosa, the counties of Nevada and Santa Clara, the Santa Clara Valley Water District and the North County Library Authority.
